Clause 12.6 of the IPL Playing Conditions deal with over rates. As per the clause, a team has to complete 14.11 overs an hour. In uninterrupted matches, “the 20th over should finish within 90 minutes (being 85 minutes of playing time plus 5 minutes of time-out) of the start of the innings,” states the clause.

“For delayed or interrupted matches where an innings is scheduled to be less than 20 overs, the maximum time of 90 minutes shall be reduced by 4 minutes 15 seconds for every over by which the innings is reduced.”

If bowling teams are behind the over rate, they will have to bring an extra fielder inside the 30-yard circle for the final over of the innings. Fines and/or supsensions for captains and players in the case of repeated over rate offences are laid out in Appendix 2, clause 4.2 of the league's Code of Conduct for Players and Match Officials.

Match 4 – Shreyas Iyer (Punjab Kings): PBKS maintained a slow over rate during their home game against Gujarat Titans at New Chandigarh. This was their first offence for the season, so captain Iyer was fined INR 12 lakhs.

Match 7 – Shreyas Iyer (Punjab Kings): PBKS maintained a slow over rate during their away game against Chennai Super Kings at Chennai. This was their second offence for the season. As a result, Iyer was fined INR 24 lakhs, and the rest of the playing XI (including Impact Player) were fined the lower amount between INR 6 lakhs, and 25 per cent of their match fees.

Match 14 – Shubman Gill (Gujarat Titans): GT maintained a slow over rate during their away game against Delhi Capitals at Delhi. This was their first offence of the season. Captain Gill was fined INR 12 lakhs.

Match 18 – Ruturaj Gaikwad (Chennai Super Kings): CSK maintained a slow over rate during their home game against Delhi Capitals at Chennai. This was their first offence for the season, and captain Gaikwad was fined INR 12 lakhs.

Match 20 – Hardik Pandya (Mumbai Indians): MI maintained a slow over rate during their home game against Royal Challengers Bengaluru at Mumbai. This was their first offence for the season. Captain Pandya was fined INR 12 lakhs.

Match 22 – Ajinkya Rahane (Kolkata Knight Riders): KKR maintained a slow over rate during their away game against Chennai Super Kings at Chennai. This was their first offence for the season, so captain Rahane was fined INR 12 lakhs.

Match 6 – Abhishek Sharma (Sunrisers Hyderabad): Abhishek was fined 25 per cent of his match fee and accumulated one demerit point for violating Article 2.3 of the Code of Conduct ("use of an audible obscenity") during SRH's match against KKR at Eden Gardens. The exact incident was not elaborated upon by the IPL.

Match 18 – Nitish Rana (Delhi Capitals): Rana was fined 25 per cent of his match fee and accumulated one demerit point for violating Article 2.3 of the Code of Conduct ("use of an audible obscenity") during DC's match against CSK at the MA Chidambaram Stadium. This came after Rana, who was a substitute, was involved in a prolonged argument with the fourth umpire regarding the denial of a glove change for batter Tristan Stubbs, who was in the middle at the time.

Match 16 – Ravinder Singh Bhinder (Rajasthan Royals): RR team manager Bhinder was fined INR 1 lakh after breaching Article 7.42 (a) of the IPL's Players and Match Officials Area Protocol – broadcast cameras spotted him using a mobile phone in the dugout during RR's match against RCB at Guwahati. The sanction was announced a week after the incident took place.

Match 20 – Tim David (Royal Challengers Bengaluru): David was fined 25 per cent of his match fee and accumulated one demerit point for violating Article 2.4 of the Code of Conduct ("disobeying an umpire’s instruction during a match") during RCB's match against MI at the Wankhede Stadium. On two separate occasions when the umpires changed the ball during RCB's batting innings, David, who was batting at the time, wanted to have a look at it and briefly did not hand the ball back to the umpires despite repeated requests to do so.

Match 32 – Nandre Burger (Rajasthan Royals): Burger was fined 10 per cent of his match fee and accumulated one demerit point for violating Article 2.5 of the Code of Conduct ("using language, actions or gestures which disparage or which could provoke an aggressive reaction from another player in the Match") during RR's match against LSG at the Ekana Stadium. This was in connection with his celebration of Rishabh Pant's dismissal.

Match 38 – Angkrish Raghuvanshi (Kolkata Knight Riders): Raghuvanshi was fined 20 per cent of his match fee and accumulated one demerit point for violating Article 2.2 of the Code of Conduct ("abuse of cricket equipment or clothing, ground equipment or fixtures and fittings during a Match.") during KKR's match against LSG at the Ekana Stadium. After he was given out for obstructing the field in somewhat controversial circumstances, Raghuvanshi slammed his bat against the boundary cushions before aggressively flinging his helmet into the dugout.

Match 40 – Riyan Parag (Rajasthan Royals): Parag was fined 25 per cent of his match fee and accumulated one demerit point for violating Article 2.21 of the Code of Conduct ("conduct that brings the game into disrepute.") during RR's match against Punjab Kings. He was seen using a vape (e-cigarette) in the dressing room after being dismissed – vapes are prohibited in India under the Prohibition of Electronic Cigarettes Act of 2019.

Match 43 – Kyle Jamieson (Delhi Capitals): Jamieson accumulated one demerit point and received a warning for violating Article 2.5 of the Code of Conduct ("using language, actions or gestures which disparage or which could provoke an aggressive reaction from another player in the Match") during DC's match against RR at the Sawai Mansingh Stadium. This was in connection with his celebration of Vaibhav Sooryavanshi's dismissal.
